Each year, as part of our integrated risk management planning process, we set targets for improving the safety of the communities we serve.

These are designed to help us focus on the things that we need to do to achieve the objectives of our Integrated Risk Management Plan and to assess our progress in relation to these. These objectives are to:

Make People Safer

  • In their homes

  • At work and in public places

  • On the roads

  • In their communities

  • In an emergency

For the coming year we propose to change the way that we set our targets. In recent years we have tended to determine the amount of improvement to be achieved relative to the average performance over the preceding three financial years. For example, this would mean that targets for 2010-11 would be based on the three years to the end of March 2009.

However, over the last two years there have been substantial reductions in incident numbers in many of the areas targeted for improvement, leaving the three-year average very high relative to our current performance.

Therefore, in many cases we now propose to set targets based on the last two years together with, where possible, the forecast for this year. We believe that this will provide a more realistic basis for determining the scope for further improvement in the future.

In setting the proposed targets we have also considered the likely implications of factors such as the current recession on incident types and numbers. For example, we expect to see a rising trend in fire-related crime (arson) and also in accidental dwelling fires where people are unable to afford to continue to live in their current homes and end up in higher-risk types of housing, such as houses in multiple occupation. A house in multiple occupation is a home shared by non-family members.
