Medium Term Financial Plan 2007-08 to 2009-10
This is Buckinghamshire and Milton Keynes Fire & Rescue Authority’s three-year plan covering the financial years 2007-08 to 2009-10. It is prepared in support of the modernisation agenda of fire and rescue services that was introduced in the Fire and Rescue Services Act 2004 and detailed in National Framework documents.
Best Value Performance Plan 2006-07
The Government requires all fire and rescue authorities to ensure that they meet current demands for their services and demonstrate that they are providing these services and supporting activities in an effective and efficient way. Best Value Performance Planning is one of the tools we use to test ourselves against these requirements. Buckinghamshire Fire & Rescue Service's Best Value Performance Plan 2006-07 was published on 30 June 2006.
IRMP Action Plan 2008-09
This document follows on from the 2005 Integrated Risk Management Plan and the IRMP Action Plans of 2006-07 and 2007-08, all of which you can access below. It explains in more detail the activities we will be working on and the issues we need to address in the coming year. Comprehensive Performance Assessment July 2005
Review by the Audit Commission of CPA (Comprehensive Performance Assessment), which assesses performance management of Fire and Rescue Services. It is an assessment at corporate level of how well the authority is being run, not how well the fire service responds to emergency incidents.
Freedom of Information Act - Buckinghamshire & Milton Keynes Fire Authority Publication Scheme (Dec 2002)
Under the Freedom of Information Act 2000, the Fire Authority is required to adopt and maintain a Publication Scheme. This scheme sets out the classes of information held by the Fire Authority, the manner in which such information is published and whether any charge is applicable for providing such information. This Publication Scheme helps foster greater openess in public life and promotes greater accountability, performance and propriety.

Buckinghamshire & Milton Keynes Fire Authority is responsible for ensuring that its business is conducted in accordance with the law and proper standards, and that public money is safeguarded and properly accounted for, and used economically, efficiently and effectively. In discharging this accountability, members and senior officers are responsible for putting in place proper arrangements for the governance of the Fire & Rescue Authority’s affairs and the stewardship of the resources at its disposal. Operational Assurance Report
Fire and Rescue Service Circular (FRSC) 21/2005 was published by the Office of the Deputy Prime Minister (ODPM) on 14th June 2005. Its purpose is to provide a self-assessment ‘toolkit’ for use in improvement planning,to reassure the public and ministers of the operational effectiveness of their fire & rescue service.
Buckinghamshire and Milton Keynes Fire and Rescue Service (BMKFRS) has used the toolkit as a diagnostic tool, to look critically at our delivery of frontline service to the public, in comparison with other fire and rescue services.
This report follows FRSC 21/2005 closely, and seeks to answer in turn each of the questions asked in the toolkit.
Personnel Strategy
Our Personnel Strategy sets out Buckinghamshire Fire & Rescue Service's comprehensive approach to help ensure that we have the right numbers of skilled people in the right places and at the right time to deliver front line services and drive down risk.
The strategy is designed to enable Buckinghamshire Fire & Rescue Service to achieve its primary purpose and vision, develop and live up to its core values and to deliver its priorities.
It has been developed from the Chief Fire Officers' Association's national Human Resources Strategy, but should also be considered in conjunction with other strategies developed both locally by Buckinghamshire Fire & Rescue Service and nationally within the Fire and Rescue Service regulatory framework and governance arrangements.

Electronic Service Delivery Plan 2005-2010
The government’s Implementing Electronic Government (IEG) process initially stipulated that Fire and Rescue Services were required to indicate their progress towards 100 per cent electronic service delivery by December 2005, which would be supported by central funding.
Part of the process is to review the plan on an annual basis in order to assess whether it is meeting the set and agreed targets. This review was completed in November 2006 and the amended version is available for download.

Integrated Risk Mangement Plan Summary
The Integrated Risk Management Plan represents the fire authority's agenda for change. We are putting people first by emphasising 'prevention', working with other agencies in the community to reduce the risk of harm or loss arising from fire or other emergency. The plan contains a series of policies and proposals upon which the authority consulted the community and its partners. The plan will run from 2004 onwards, becoming the source for our vision, aims and objectives, and providing the evidence to guide our policy making.
